Programmes that work re-shape three things: how decisions are made, how work flows across teams, and how outcomes are measured. Everything else is instrumentation.

If the operating model, incentives and metrics do not change, the technology cannot save the programme. If they do, even ordinary technology can produce extraordinary outcomes.
